The filing steps and the number of parties involved in filing an application in the Universal Licensing System (ULS) vary depending on whether the application is pro forma or non-pro forma. This page describes the steps and the parties involved for filing pro forma and non-pro forma Assignments of Authorization and Transfers of Control in ULS. In filing your Assignment of Authorization or Transfer of Control, you will be guided through a series of steps. The steps you will be guided through will depend on whether you are filing to assign authorization or transfer control, as well as on whether you file a pro forma application (in which the form of ownership changes but actual control of the license remains with the same entity) or a non-pro forma application (in which actual control of the license changes from the licensee to an unaffiliated entity). The following guidelines describe the steps you can expect to complete for each filing variation.

The Assignment of Authorization can be filed either as a pro forma application, which requires only one party to file the application, or a non-pro forma application, which requires two parties to file the application.
The pro forma Assignment of Authorization is filed by one-party. The Assignor (the person who currently holds the authorization - the Licensee) logs into ULS License Manager, selects Assign Authorization on the left-hand Task Menu from the My Licenses page, completes the entire application, and submits the application to ULS.
The non-pro forma Assignment of Authorization is filed by two parties, the Assignor (the person who currently holds the authorization - the Licensee) and the Assignee (the person to whom the authorization is to be assigned). The following ordered steps apply to the non-pro forma Assignment of Authorization.
The Transfer of Control can be filed either as a pro forma application, which requires two parties to file the application, or a non-pro forma application, which requires three parties to file the application.
The pro forma Transfer of Control is filed by two parties: the Licensee holding the license, and the Transferor.
The non-pro forma Transfer of Control is filed by three parties, the Licensee, the Transferor (the person who currently controls the license) and the Transferee (the person to whom the control of the license is to be transferred).
